Cardno Emerging Markets USA (Cardno) is currently seeking a Monitoring and Evaluation Expert with a health background who resides in Guyana or the Caribbean region for a contract position supporting the Global Fund to Fight AIDS, Tuberculosis and Malaria Project for Local Fund Agent (LFA) Services. Cardno, along with its partner Harryram Parmesar, Chartered Accountants, is the LFA in Guyana where we serve a crucial part in the Global Fund’s system of oversight and risk management. We provide independent, objective advice to the Global Fund on the ability of grant recipients to implement grant activities.
The Monitoring and Evaluation Expert will be part of a team of health, audit and financial management professionals providing advice to the Global Fund. The nature of the work will be ad hoc and by request of the Global Fund. The M&E expert will review and provide advice on grant recipient M&E frameworks and implementation of M&E systems. Periodically, the M&E expert will conduct site verifications to test the reliability of grant recipient M&E systems.
Qualifications
Degree in medicine, epidemiology development studies or a related discipline
7+ years of experience in managing or advising on HIV/AIDS, Tuberculosis and/or Malaria programs in developing countries
Excellent knowledge of monitoring and evaluation principles and practices in the health/development sector
Knowledge and experience in and the development of development and implementation of monitoring and evaluation frameworks and systems
Excellent report writing and presentation skills required
Proficiency in English
Must be based in Guyana or the Caribbean region
Must not be currently employed by or under contract with the Ministry of Health of Guyana
Available to respond to requests on short-notice
