HUMAN RESOURCE SPECIALIST
Job Summary
The incumbent works with the Director, Human Resource Services to ensure policy implementation and compliance with Human Resource procedures and guidelines in the Head Office and the several sub-units of the Ministry. Responsibilities would also include assistance with contract administration as well as HR audits, training and development programmes.
Duties and Responsibilities
Ensures efficient and effective implementation of the policies, procedures and guidelines, particularly in all the sub-units of the Ministry.
Provides Human Resource advisory services to the line managers.
Plans and delivers Training programmes and conducts workshops and seminars as required.
Assists the Director in the preparation of Notes for Cabinet.
Conducts HR audits to inform policy review and development of procedures in respect of improving HR.
Assists in designing new organizational structures and the preparation of Job Descriptions.
Any other related duties.
Minimum Qualification, Knowledge and Experience
BA./B.Sc. in Human Resource Management or in the Social Sciences.
At least (5) years working experience as a Human Resource Officer in a Human Resource Division/Unit, with exposure to all the functional areas of Human Resource.
Thorough knowledge of the Public Service Human Resource System.
Knowledge of the Public Service Legislative Framework.
